Road Infrastructure Measurement & Use (RIMU) is a new service, developed to support better decision-making across New Zealand’s roading sector through the use of high-quality data.
As of 1 November 2025, RIMU will take on full responsibility for managing the Consistent Condition Data Collection (CCDC) project – a Centre of Excellence (CoE) established by Road Efficiency Group Te Ringa Maimoa (REG) to standardise and elevate pavement condition data collection across the country.
Delivered in partnership with REG, RIMU combines technical expertise and sector collaboration to meet the growing demand for smarter investment insights.
In its initial phase, RIMU’s scope includes the management of sealed pavement condition data collection on:
Data collection on state highway roads will form part of RIMU in time (expected to be mid-2026).
This includes overseeing contract delivery, survey processes, and the quality assurance and validation of data to ensure that all information meets sector standards.
By providing this dedicated service, RIMU ensures that Road Controlling Authorities (RCAs) receive consistent, reliable data – the foundation for smarter, safer, and more efficient infrastructure investments. RIMU will also support the sector in the use of data through decision making processes.
New Zealand has 67 Road Controlling Authorities – including Department of Conservation – responsible for the performance and maintenance of our roads. With growing expectations on asset performance and tighter funding environments, quality data is no longer a nice-to-have, it’s essential.
RIMU was created in direct response to support this initiative. By focusing on consistency, quality, and usability, it has provided a step-change in how roading condition data is collected and used across the country.
RIMU is distinct from RATA, it has a unique purpose, identity, and stakeholders, with a clear mandate to improve outcomes through data-driven collaboration.

As the CCDC programme transitions to its new delivery model, RIMU – working in close partnership with REG – will offer the sector a reliable, future-focused service that empowers better asset management for roading assets.
